Oscar’s Law is used here as the name for a reform centered on public accountability making certain animal abuse convictions easier to identify so repeat offenders can’t quietly cycle through communities, shelters, and rescues.

The proposed framework establishes a public animal abuser registry and creates a clear, searchable record intended to support enforcement, informed adoption decisions, and prevention.

 

What Oscar’s Law Does

Why This Matters

Public accountability tools can close a dangerous gap: when prior convictions are hidden or difficult to verify, repeat offenders can re-enter animal access points with little friction. Transparency can save lives.
