Demand for Maximum Justice: The Case of Jo Marie Westlind and Domingo - People who commit deliberate, catastrophic acts of cruelty must be met with the full force of the law, including maximum long-term incarceration, a permanent lifetime ban on animal ownership, and mandatory, intensive psychological evaluation. In Clatskanie, Oregon, Jo Marie Westlind intentionally tethered her horse, Domingo, to the back of a Ford F-150 pickup truck and dragged him through gravel, asphalt, and grass. A neighbor witnessed the horrific abuse, hearing Domingo squealing in terror and agony. When confronted, Westlind did not stop; she callously told the witness to “mind his business” and claimed she was merely "training the horse to load" before continuing the torture. Domingo had no horseshoes to protect his hooves. The violence was so severe that his hooves were ground completely down into the raw flesh, and the trauma penetrated his hide, muscle, and bone. The depravity did not end there. Westlind left Domingo to languish in this catastrophic condition for eight full days before finally seeking veterinary care on June 10. Upon examination, veterinarians determined his body was so thoroughly ravaged that immediate euthanasia was the only humane option left. When questioned, Westlind attempted to deflect blame by telling deputies that “alcohol was involved,” implying her intoxication was a mitigating factor. This excuse is entirely meaningless. Millions of people experience intoxication without ever inflicting sadistic violence. More importantly, any claim of a temporary lapse in judgment is utterly dismantled by her actions over the following week. Westlind allowed Domingo to suffer in agonizing, untreated pain for eight days while sober - think about that, EIGHT days. This was not an accident, a lapse in judgment, or a moment of poor decision making. It was prolonged, conscious torture driven by a complete absence of empathy and a clear indication of a deeply dangerous and psychologically impaired individual. An individual capable of this level of unprovoked, sustained brutality is a severe danger to society. The only reason crimes of this magnitude are not met with equally severe consequences is because the victim was not human. Decades of law enforcement and mental health research prove that individuals who commit severe animal torture are capable of and consistently escalate to human violence. When someone is willing to inflict this level of suffering on a defenseless animal — intentionally, repeatedly, and without remorse — they have already demonstrated the traits associated with violence toward humans. Allowing a person capable of this brutality to walk free and retain or ever regain access to animals of any kind is reckless and dangerous. If the facts of this case are still not enough to compel those with authority to act decisively, I fear for our collective safety. I urge the court to use its full authority, remain completely unswayed by defense coaching, and appropriately sentence this individual for her actions. Ignorance of the law and claims of intoxication are no excuse. While I recognize past history and age are standard courtroom factors, what must take precedence is the reality of what occurred after the initial act. If this individual had woken up from a drunken stupor, realized the horrific gravity of what she had inflicted, and immediately sought emergency medical assistance, the narrative of a temporary lapse in judgment might hold weight. Instead, she consciously chose to leave a shattered, living being to languish in excruciating, untreated pain for eight full days before help was finally involved. The defense will undoubtedly attempt to minimize this as a "training accident" or plead for leniency based on age and financial hardship, but a compromised verdict would be a dangerous disregard for public welfare. If we remove the legal label of "property" and look strictly at the actions, a defenseless living being was tied to a truck, dragged until its flesh and bone were ground away, and left to rot for over a week. If this exact level of sustained torture were inflicted on a human, the perpetrator would never see the light of day. True justice must not bend to courtroom excuses or treat a horrific crime as a minor financial loss. This court must hand down a severe sentence that sends an unyielding precedent to society: no matter your age, your excuses, or your background, if you perpetrate calculated cruelty, the legal system will hold you fully accountable.
