Laredo, Texas – On August 21, horrifying images of a dog bound in wire, his head tightly covered with cloth, sparked outrage in Laredo, Texas. The dog had reportedly been left restrained in the bed of a pickup truck in the extreme Texas heat, unable to move freely or escape. Two good Samaritans eventually intervened, cutting him free, but the frightened dog ran away before police arrived.

The disturbing images quickly circulated on social media, prompting a widespread search for the person responsible and ultimately leading to the arrest of 60-year-old Maria Teresa Garcia on an animal cruelty charge.

For days, the dog’s whereabouts were unknown. Then, on August 27, law enforcement was notified that a dog matching the abused dog’s description had been spotted in a resident’s yard. Police found the dog and discovered that he was malnourished and suffering from a minor leg injury. He was taken into the care of Laredo Animal Care Services, where he is now receiving treatment.

The images of what this dog endured speak for themselves. This case has outraged thousands of people who are now demanding justice. Even Laredo Mayor Dr. Victor D. Treviño has responded to the outcry by proposing changes to city ordinances that would establish stronger consequences for animal abandonment and dangerous restraints.

We demand that Maria Teresa Garcia be held fully accountable for the cruelty inflicted upon this innocent dog. The disturbing photos show the dog wrapped in wire with his head securely bound in fabric.

We demand that Garcia face the strongest charges supported by the evidence and, if convicted, receive the maximum sentence permitted by law. We further urge the Webb County District Attorney’s Office to pursue every applicable charge supported by the evidence.

Note: Mayor Dr. Victor D. Treviño held a press conference on August 28 to announce that he plans to bring an item before the next regular City Council meeting to review an ordinance that would seek stricter consequences for individuals found guilty of animal cruelty and neglect because of this case. As of August 31 Garcia now faces an upgraded felony animal-cruelty charge after authorities recovered the dog and documented that he was malnourished and had suffered an injury to one paw. Animal Victory has learned that Maria Teresa Garcia has already bonded out; she is out of custody on a $10,000 bond.
