Camden, Arkansas – Damning video showing 20-year-old Labraylon Hughes repeatedly whipping a tethered horse resulted in the man’s arrest on August 17. Hughes was booked on a Class D felony charge of Aggravated Cruelty to a Dog, Cat or Equine.
Video, which was posted to social media, captures the shocking abuse. The footage shows Hughes smiling as he lashes the terrified, tethered horse with the whip at least 17 times. Whoever is behind the camera can be heard laughing hysterically as the whip repeatedly strikes the horse’s flesh.
The video was shared with the Clark County Sheriff on August 14, and the investigation was taken up by Sgt. Rick Loy. The investigation led to Hughes’ arrest.

We demand that Labraylon Hughes be held fully accountable for the cruelty inflicted upon this tethered horse. The disturbing video shows Hughes repeatedly whipping the restrained horse at least 17 times, while appearing to take pleasure in inflicting pain on an animal that was unable to escape. This was not an isolated moment of mistreatment. It was a sustained act of violence against a defenseless animal.
We demand that 9th East Prosecuting Attorney Dan Turner pursue appropriate felony charges based on the evidence gathered by the Clark County Sheriff’s Office and seek meaningful accountability under Arkansas law.
We also demand that the court take every lawful measure to protect this horse and ensure that it remains safe from further harm. If Hughes is the owner of the horse, Arkansas law provides for the court to divest him of ownership following a conviction for aggravated cruelty.
This horse deserves justice, protection, and the chance to live without fear of being harmed again.

Hughes was booked into the Clark County Detention Center pending an initial appearance before Circuit Judge Blake Batson. PLEASE KNOW THE HORSE IS NOW IN A SAFE PLACE.
