Reno, Nevada – Jason Brown, the notorious Reno dog killer who tortured and dismembered seven dogs in the room of a Super 8 Motel in the summer of 2014, is up for parole in August 2026. Animal Victory petitioned to have Brown’s parole denied in 2022, and with the help of thousands of supporters, we were victorious. But Brown is up for parole once again on August 27, 2026, and we must once again fight to keep this sadistic dog killer behind bars.

Why does Brown keep having parole hearings if he was sentenced to 28 years in prison? Simply put, it is because at the time that Brown was sentenced Nevada law did not classify crimes against animals as “violent,” despite the extreme cruelty. This legal loophole allowed offenders like Brown to seek parole years before serving their minimum sentence. Brown has already applied for parole twice because the law at the time of sentencing treated crimes as nonviolent simply because the victims were dogs, not people. 

Animal advocates fought back: in 2023, Nevada passed Assembly Bill 159 (AB159), directly inspired by Brown’s case, which now makes felony animal cruelty ineligible for early release credits. But because Brown was convicted in 2015, the law cannot be applied to him retroactively. He remains eligible for parole under the old rules, which is exactly why your signature matters.

At a prior parole hearing, Las Vegas city councilwoman Victoria Seaman said:

“He slowly butchered them … and made a video. I saw someone (at this hearing) who doesn’t really connect with what those animals went through.” Adding, “I don’t feel this person is ready to be released from prison. Others said,” They cried in the courtroom as a judge watched videotapes of Brown torturing and skinning the dogs. Although the images were not shown to the courtroom audience, audio recordings captured Brown telling associates that he had brought the animals to what he called his “house of pain” and intended to turn them into a fur coat. At least four of the dogs were found decapitated.

The District Attorney has publicly condemned this failure in Nevada’s sentencing laws, which is why public pressure is essential each time Brown comes up for review. Why This Petition Matters

Jason Brown’s crimes were exceptionally brutal and deliberate. He not only tortured and killed multiple dogs but also videotaped their suffering for his own future viewing pleasure. These are not the actions of someone who made a terrible mistake. This is a pattern of deliberate, calculated cruelty carried out by someone who enjoyed it. Research has consistently shown a strong link between severe animal torture and future violence, making the denial of parole essential to protect both animals and the public. Brown’s actions clearly reflect a pattern of behavior that poses a continued risk to the community.

Update 8/27/2026: The BOD has acknowledged our petition via email. Unfortunately, we will not receive the results of the hearing until September 14, 2026, when the results will be posted on the website – parole.nv.gov. Animal Victory asked if it was possible to receive the results before September 14, and we were informed “no.”

Update August 21, 2026: Animal Victory has sent our letter of intent along with the petition signatures to the Nevada Board of Commissioners as well as the Department of Nevada Corrections.
