Morgantown, W. Virginia – A 31-year-old woman from Morgantown is facing a felony animal cruelty charge following video evidence of her abusing a cat. According to the authorities, video footage shows Jazmine Collington gripping a cat by the jaw and neck and then raising the cat above her head before dropping her to the ground, leaving the cat rigid and temporarily paralyzed.

Social media video footage shows Collington gripping the cat by the face and neck. You can see the pain, fear, and distress on the cat’s face.

Jazmine Anglenett Collington was charged on June 5, 2026, by the Morgantown Police Department with one felony count of Torture or Kill Animal under WV Code § 61-8-19(b) – the most serious tier of West Virginia’s animal cruelty statute. The felony complaint was filed the same day a warrant was issued, and she appeared before Magistrate Tonya Rogers on June 7, 2026, where she entered a plea of Not Guilty.

Potential penalties if convicted

West Virginia’s felony animal-cruelty law (§ 61-8-19) provides that a person who intentionally tortures, mutilates, or maliciously kills an animal may be convicted of a felony punishable by:

• 1 to 5 years in a state correctional facility, and   fine of $1,000 to $5,000.

Why This Petition Matters

The video footage circulating on social media shows Collington gripping the cat by the jaw and neck before dropping the feline from above her head, leaving what we believe the cats name to be “Evangeline”, temporarily paralyzed and rigid on the ground. This is an unconscionable act of cruelty that no animal should have to endure. Individuals who inflict this level of harm are a danger to animals and the community, and this level of violence cannot be minimized or excused. We demand that she face the full weight of the law at sentencing.

An unverified comment on a WBOY Facebook post, believed to be from the owner, states: “My cat (Evangeline) is safe with me.” This has not been independently confirmed.
